ERC orders 3 DUs to refund overcollections

The Energy Regulatory Commission (ERC) directed three distribution utilities (DUs) to refund over-recoveries charged to their respective customers in line with efforts to help bring down power costs.

ERC issued separate notices to Central Negros Electric Cooperative, Inc. (CENECO), Pangasinan I Electric Cooperative (PANELCO I) and La Union Electric Co. (LUECO).

“The Commission resolved to approve with modifications the respective applications of CENECO, PANELCO I and LUECO for the approval of the over/under recoveries based on the formula on the various Automatic Cost Adjustments and True Up Mechanisms and corresponding confirmation process,” said ERC chairperson Agnes Devanadera.

Devanadera said the ERC issued the notices so that the concerned DUs can already reflect the necessary bill adjustment “and the consumers, in turn, would immediately benefit from the refund, considering the time between the approval of the Commission and the promulgation the official decision.”

Devanadera is said to be one of the candidates to the post of Secretary of the Department of Energy (DOE).

The ERC ordered CENECO to implement the refund amounting to P237.95 million. The total over-recoveries were incurred from February 2004 to December 2017.

ERC directed PANELCO I to implement its total net over-recoveries amounting to P24.9 million covering the period January 2014 to December 2016.

LUECO, on the other hand, had a total over-recovery amounting to P31.04 million.

ERC also ordered the DUs to submit a monthly report showing the effected refund until the amount shall have been fully refunded.
